drive by“ 通过”,是一个动宾短语.by是介词.driving ,V-ing做定语,修饰ambulance.通过的救护车,
hit是过去分词做定语,修饰someone,译为,被砸伤的人.在这种情况下,不要加be动词了.

我的理解也是by通过的意思。至于hit，hit的过去分词就是hit，过去分词可以表示用来表示被动。someone前面已经有个was了，一个句子不会出现两个be。

driving by 是从旁边经过（驶过）的 意思

一辆救护车通过（by做副词），就是这样。hit前面没少be动词，如果加了，就是双谓语现象，病句啊。另外，hit被动语态还是hit。
